Pirates don't stand a chance against ninja in any circumstance. No matter what century of pirates you're referring to or whether it's fantasy or real pirates. Pirates just lose. Oh and ninja aren't forbidden to use guns, it's just quieter to use shuriken and blow darts. Surprise is a serious advantage. Anything a pirate can do, a ninja can do better. Pff.
